Ray Shields & Particle Shields

Create 2 classes of shields. Right now we just have ray shields that are great against lasers but let bullets through eventually. Add particle shields that stop bullets but let lasers through eventually. o7

Scale down Gs for all ships to under 20g

This will subtly slow down combat and make escaping danger for the quickest ships take longer. Right now the quickest ships have too great an advantage from quickness.
